In 2015, Headwaters Junction was officially adopted into the Riverfront Fort Wayne Conceptual Plan with a location central to the Riverfront District between Wells and Harrison Streets, where SWA Group believed it would activate the area year-round.

Following placement into the plan, Headwaters Junction conducted a marketing and feasability study that illustrated the project could bring up to 140,000 additional visitors to downtown Fort Wayne and have an economic impact of $60 million dollars.

Headwaters Junction hired Design Collaborative to create a number of renderings at the Wells and Harrison Street site.
